Ive uploaded a sample game "tic tac toe classic 2 player" in the forge. I used regions and asked if the symbols are in these regions then check if the symbols are the same and then check if they are in a row. You can see it in the behaviour "win_loss_draw_control" how I solved it.

Very cool. I'm just starting out with Stencyl and considering doing a Tic Tac Toe game as my first game.. mind telling me how you made this? Notably, how do you make Stencyl "know" when 3 of the same pieces are next to each other?
